Do not split the military, leave as is. Develop as needed. Disturb no 9-1-1 staff, allow to stay together.

Step Four
An annual agreement of bills that are to be paid to the budget that is owed is to be paid, there is to never be a war of taxes. All citizens will pay their taxes as normal business, a debt will be decided annually on what is owed from both sides.
